Regarding Protected Health Information

The rule states,

> HIPAA: Solutions may not ask for, include, or collect protected health information (“PHI”), as defined in the Health Insurance Portability and Accountability Act of 1996 (“ (personal health information, / HIPAA”) and its implementing regulations,) or otherwise break violate the AWS guidelines.

Are we allowed to use the same technique to de-identify the data we get from the users and remove the PHI from the data through processing? (Or) The data we receive from the users should not contain any PHI?
